What the current source supports

  • Obtain the Constancia de Inversionista Extranjero from the Ministry of Industry and Commerce through SUACE under the requirements for the selected investment modality.
  • File personally with the Dirección Nacional de Migraciones and provide the current investor certificate, valid identity document, entry evidence, and a consular visa where required.
  • Provide the source-listed birth, civil-status, foreign and Paraguayan criminal-record, INTERPOL, and sworn-declaration documents applicable to the applicant.
  • Legalize or apostille foreign documents as applicable and provide the required Spanish translation. Portuguese documents issued in Brazil are excepted from translation under the DNM guidance.

Financial basis
Resolution MIC 0283/2026 describes four modalities rather than one universal threshold: productive industry, commerce, or services from USD 70,000 with a business plan and at least five formal jobs; financial instruments from USD 200,000 maintained for at least two years; business-use real estate from USD 200,000; and tourism investment from USD 150,000 with a business plan. The applicant must follow the evidence rules for the selected modality.
Government service fees
The DNM fee schedule effective 2026-07-01 lists permanent residence at Gs. 2,926,925 in cash, Gs. 2,991,317 by debit card, or Gs. 3,023,514 by credit card. Optional certificates, fines, and external documentation costs are separate. An older amount remains visible on the route page, so the effective fee schedule should be checked again before payment.
Initial status
Permanent residence. The DNM describes the residence card as definitive and requires the card to be renewed every ten years.
