- Hold current nationality from one of the countries listed in the current procedure: Argentina, Brazil, Uruguay, Bolivia, Chile, Peru, Colombia, or Ecuador.
- Apply personally and provide the current identity, birth, civil-status, entry, declaration, and background evidence that applies to the applicant.
- Applicants aged 14 or older must provide the required foreign national-level criminal or police certificate and the Paraguayan foreigner-background certificate.
- Apostille or legalize foreign documents as applicable and translate them into Spanish; the current checklist states an exception for documents issued in Portuguese by Brazil.

- Work rights
