What the current source supports

  • File personally during the 90 days before the MERCOSUR temporary card expires. An expired holder loses access to this conversion procedure and must use the applicable Law 6984 route instead.
  • Provide the current MERCOSUR temporary residence card, a valid identity document with authenticated copy, and the current Paraguayan foreigner-background certificate for applicants aged 14 or older.
  • Prove real and verifiable income or resources through the applicant category that applies. The current procedure lists evidence for employees, professionals and technicians, independent and remote workers, property owners, shareholders or partners, agricultural applicants, religious applicants, pensioners, dependents, and students.
  • Apostille or legalize foreign documents as applicable and translate them into Spanish; documents issued in Portuguese by Brazil are exempt from translation under the current procedure.

What to confirm from application onward

Financial basis
Real and verifiable means of support must be documented under the applicable applicant category. The current procedure does not state one universal monetary threshold.
Government service fees
The current procedure lists Gs. 2,926,925 for permanent residence and Gs. 234,154 for each listed certificate or data-correction service. Confirm the live amount and payment method before filing.
Initial status
Permanent or definitive residence, with access to a Paraguayan identity card valid for ten years.
Renewal
The permanent-residence card is renewed every ten years. Renewal of documentation does not make the original residence decision automatic or irrevocable.
Dependents
Dependent status is not automatic. A dependent applicant must document the relationship and the supporting person’s qualifying means under the evidence category stated by the authority.
Work rights

Presence considerations
General permanent-residence cancellation can apply after more than three years of unjustified absence from Paraguay. Case-specific exceptions and procedure must be checked before extended travel.
