Calidad Migratoria Inversionista Residente
A qualifying S/ 500,000 capital investment in a new Peruvian company or a capital increase in an existing Peruvian company
Peru’s Investor Resident quality is a capital-led residence route for a foreign applicant who proves a qualifying investment in a new Peruvian company or a capital increase in an existing Peruvian company. It is not an ordinary employment or employer-sponsored route.

Supported requirements
What the current source supports
- Choose the correct channel. Procedure PA35009B76 is the initial application for a person outside Peru. Procedure PA3500229B is an in-country change of migratory quality; the two are not interchangeable simply by preference.
- For either initial channel, prove an investment of at least S/ 500,000 made by one international transfer in a single disbursement through a bank or financial entity supervised by Peru’s SBS. The current regulation does not permit the investment to be substantiated through a transfer of shares.
- New-company branch: provide the public deed constituting the company or society, no more than three months old under the procedure. For an in-country change, the company must also be registered with SUNARP.
- Existing-company capital-increase branch: provide the public deed for the capital increase, signed no more than three months earlier; the latest filed and paid annual company income-tax declaration showing operation in the prior fiscal year; and the municipal operating-licence number and issuing municipality. For an in-country change, the capital increase must also be registered with SUNARP.
- Outside-Peru initial filing: provide the form, payment reference, current passport, and competent-authority criminal-record evidence covering the country of origin and countries of residence during the five years before arrival. File online through Migraciones while outside Peru.
- In-country change: provide the form, payment reference, current passport or recognized travel document, an Interpol international exchange record issued within six months, and the specified foreign criminal-record evidence. The company and any capital increase must be registered with SUNARP.
- Representation is procedure-specific. The outside application expressly allows an Article 56-A representative using an accepted power and current identity/status documents. A 2025 INDECOPI decision invalidated the blanket no-representative barriers for the in-country change and renewal, but Migraciones may still require the applicant’s personal attendance for biometrics.
- After an outside-country approval, obtain the authorized visa through the corresponding Peruvian consulate, enter Peru, and complete the separate personal Carné de Extranjería process. The residence period and the identity card have separate validity and renewal rules.

- Foreign investors able to document at least S/ 500,000 through the supported company and transfer sequence, using the outside-Peru initial procedure or the in-country change procedure that matches their location and current status.

- Decreto Legislativo N° 1350, Article 29.2(i); Reglamento approved by Decreto Supremo N° 007-2017-IN, Articles 52, 57–65, 86–86-C and 89, as currently amended; current Migraciones TUPA procedures PA35009B76, PA3500229B and PA35004A5A; Resolution N° 0363-2025/SEL-INDECOPI; and Decreto Legislativo N° 689 only for the stated foreign-worker hiring boundary.

What to confirm from application onward
- Financial basis
- At least S/ 500,000 for the initial outside-country procedure and the in-country change, evidenced by one international transfer in a single disbursement through an SBS-supervised bank or financial entity. Article 86 permits Migraciones to change the amount by Superintendency Resolution, but no current modifying resolution was located and the current regulation, TUPA, and procedure guidance remain aligned. The official package does not support treating non-cash assets, retained earnings, shareholder loans, debt conversions, staged transfers, or a transfer of shares as qualifying evidence.
- Government service fees
- The current TUPA lists S/ 57.60 with payment code 07567 for outside-country procedure PA35009B76; S/ 161.40 with code 07568 for in-country change PA3500229B; and S/ 20.20 with code 07566 for renewal PA35004A5A. Card issuance, records, legalization, company, registry, banking, tax, consular, and professional costs are separate.
- Administrative service targets
- The current TUPA states official service targets of 30 working days for the outside-country initial procedure, 30 working days for the in-country change, and five working days for renewal. These are administrative targets subject to prior evaluation and negative administrative silence, not processing guarantees.
- Initial status
- Investor Resident quality for 365 days, with multiple entry. Renewal is a separate application and is not automatic.
- Renewal
- File the renewal through Migraciones while in Peru, 30 days before residence expires. Continue the lawful investment activity, remain manager or director of the qualifying company, keep the company registered with SUNARP, comply with the applicable immigration, labor, and tax duties, and provide the declaration of no records plus the latest filed and paid annual company income-tax declaration showing operation. If the investment was an existing-company contribution, provide the capital-increase deed. The renewal procedure does not state that a new S/ 500,000 transfer is required.
- Dependents
- A qualifying family member uses the separate Family Resident quality under its own relationship and application rules. Investor Resident status does not itself grant dependent status or guarantee approval.
- Work rights
- This is not employer-sponsored residence and an ordinary employment contract is not a qualifying basis. The current regulation limits the investor’s role to manager or director of the investor’s own company, subject to labor and tax rules, and excludes that role from Decreto Legislativo 689 foreign-worker quotas. If the company hires other foreign workers, the company must comply with Decreto Legislativo 689; that hiring rule is not an investor-eligibility requirement.
- Presence considerations
- A resident generally loses the migratory quality after more than 183 consecutive days outside Peru within a 365-day period, unless the required absence authorization applies. The resident must maintain regular status, comply with the authorized activity, and keep Migraciones records current.
- Permanent residence
- An investor may separately apply for Permanent Resident quality after three consecutive years of residence if the current permanent procedure is met. That route adds its own absence, annual company-return, income, tax, and ten-Peruvian-worker evidence; those requirements are not imported into this initial or renewal guide, and permanent residence is not automatic.
